The active diagnostics output look OK.
You may want to try deleting the application pool and the website from IIS manager, then manually delete the c:\inetpub\solarwinds folder and re-run the configuration wizard to re-build the website. I'm not sure if that is the fix but it seems like all other components are working fine, but just not the rendering of the map. So, I am suspecting some issue related to the web portion.
If the issue is somehow related to network atlas, you can try installing network atlas on another machine (you will find the download link at the bottom of a Map dashboard resource) and then creating a new map.
